Effinger has been charged with five offences following the incident on 15 July in which 10 people were thrown from a speeding boat on Lake Gage.
Two people were left seriously injured, while the other eight people, including Effinger, suffered non-life threatening injuries.
Effinger, 20, from Fort Wayne, was driving the Ski Nautique motor boat when the incident happened.
She has now been charged with Operating a Motorboat While Intoxicated Resulting in Serious Bodily Injury to Another Person and Operating a Motorboat with an Alcohol Concentration Equivalent to at least .08 Resulting in Serious Bodily Injury to Another Person.
Effinger is also facing three other alcohol-related court.
